I'm guessing that this effect was achieved by using a long exposure time. If you look in the deviations details it says that the shutter speed was set to two seconds which is a very long exposure time (Normally shutter speeds are a few tenths of a second).

thanx a lot i love it, sorry but one more thing i was wondering about how did you get the colors to seperate meaning how did you get part of the image to be "black & white" and the other to be "color".. thanx

Fits well on my desktop. I'm a fan of black&white photos plus highlighted items. Nice angle. Like this one better than #2, tho, since theres more, imo too much, stress on the highlights in #2.
