I have one question how do you make NY Night Lights 3?? it is really great.

It is actually very easy.
I made a colour photo of the original scene (night, cars driving by, long shutter time to get these streched car lights).
Now you take this photo to your favorite photo editing software. You create a second layer on top of it with the black and white version of it and then you use a transparent brush to make the "colour shine through". So actually you get the colour whereever you paint... since I only wanted the car lights to stick out I just made the b/w image transparent in this area.
You have to make sure that the brush uses a soft border in order to get a soft colour gradient.
