So the development of this game is still in progress? I just found out about this game a few days ago but on the blog there hadn't been any updates (or on the game page) in quite some time and I was afraid that maybe for whatever reason it was one of those sims that was a great idea that couldn't get finished.

I have not forgotten about the game. The programmer is supposed to be working on it. I've had a few set backs with my moms health, and having to move home to take care of her. Then my computer busting LOL. But I have a new one now, so hoping to get back on track.

I love how you are thinking of everything, stray puppies are a very common thing and it's nice to see someone taking incentive to make people remember that its not only adult dogs that suffer BSL.
