I overall like the concept, but I would work on the design a little more and making it a little clearer what exactly her powers are and what she does. You should be able to write what she does straight-foward without that many paragraphs I think.
I would also suggest making her design a little clearer, the linework cleaner and perhaps work on balancing her anatomy. The left leg is on a different plane than that of her other leg. Overall, I love the general concept but the character feels like she would benefit from a little refinement.

I do to when it feels to be written in a nice cohensive manner. Maybe it is because I don't know too much of the back story of her as a character. Does she have another bio somewhere else?
I would try and simply her more costume wise as you go on within the design phase. It feels like it is just too much unneeded items everywhere. Sailor Moon Styled outfits are rather simple for the most part and I would image it would be difficult to move around with too much stuff on.
I like nicely detailed characters, but there can be a point of "just too much".

It is nice` as long as you like it personally. I'm just looking at it from a viewer's point of view. You may get more people to want to view your work from a simplier looking design. Not too simple, but enough where all the details aren't a strain on the eyes like now.

Oh no, You should go what makes you happy. Just merely making a suggestion^.^
You have lots of potential and it would really shine through once you add more variety in your line-widths.
I've found that character designs in general work better when you keep things simple adding detail where neccesary. We all love lots of details but too many may just make the character overwhelming to draw for you. For example, if you wanted to do a story or something~
