Hmm, I don't find this piece particularly flat, I think it's fine as is. I like your use of lines as texture for an unfinished look. the areas that are the darkest such as the glasses and the nose stand out the most for me. Perhaps he does look like he is blending int the background a bit. I would make the background darker to perhaps make him stand out a bit.

Awesome detail
Drawings can look a bit flat sometimes when the shading is all going in the same direction like this, so to give it more depth you could try randomizing the directions or following the curvs a bit more.. But I think you've done an awesome job, doesn't look too flat at all to me
