I was rightttt. Her appearance changes when others look at her.sooo yeahhh
So. I was playing (well... watching) Kingdom Hearts 1.5 358/2 Days and every other scene, Xion would have her hood up or have it down.
I think it was like this for the original game too, but it's been 4 years since I've played that one sooooo I forget. and it could have something to do with her different appearance and stuff, but I don't even knowww.

Roxas and Axel see her as Sora's memory of Kairi, Saix sees her only with her hood on, because for him she's just a puppet and Xigbar sees her as Ventus.

Axel saw xion hooded because she's a puppet without a face. Axel and Roxas could see her face when they got friends with her. they saw her as kairi how sora remembers her. just cuter. :3

I think the theory is that she looks different according to who who is looking at her. For example early on Roxas can see Xion unhooded while Axel couldn't because she and him barely met, whereas he can see her face after his admission of friendship.
I'm pretty sure it's more than that but that's all I gather XD
