That's a Heisler locomotive! My uncle made a live steam one that runs on track 3 1/4" wide. They basically use the same V position as a car engine, which uses two cylinders to turn a drive shaft that goes to the wheels. It's great for logging trains on light track, but at high speeds can be a bit rough.
