Actually it's an infinite unit cap modification exclusively for Soulstorm which as the name suggests allows you to build as many units as is possible. Also the squad weapons can now be equipped to every man in the squad and there is no cap on Relic units which if you happen to acquire the resources(easily possible), there's likely to be at least 5 Baneblades/Avatars/Land Raiders etc. An added feature though is that all squads are fully reinforced to full capacity.
So I figure this is a mod that many should enjoy.
