Wow, this is not bad at all, considering the one hour time limit imposed! I'm not great with pen drawings myself - I much prefer graphite - so I applaud your efforts on this drawing. I quite like the sketchy style in this drawing; as you said, it was intended purely as an exercise so it's by no means perfect, but you've still managed to get all the details down.
The view across the Thames that you used as a reference is, of course, a very well known one and it was easily recognisable as such. One thing I have to say, though, is that Big Ben looks a bit wonky to me. Most of the other buildings seem fairly in line, it's just the clock tower that seems a bit slanted, but since you drew with a pen, I understand it's not really easy to correct one's mistakes.
Since you used a photo for reference, there's not much I can say about composition or perspective, really. I think you did a reasonably good job with the details although you could probably work a bit more on conveying depth in your drawing with more cross-hatching, shading, etc. I like the work you did on the bridge, so it would have been nice if you'd extended that to the surrounding buildings as well.
It's also rather interesting what you've done with the other two cities as well, although I think the London one is probably the best - you seem to have had slight perspective and building positioning issues in the Paris and particularly the Venice one. Overall, though a commendable effort for a one-hour drawing! Keep it up.

The fact that you got all that detail in PEN in an hour? That's AMAZING! The lines look straight, you can tell the shading, especially under the bridge. Big Ben (think that's Big Ben...) looks very good.

I love the slightly sketchy strokes you use to make the shadows and details! If I have one critique, it would be that Big Ben appears to tilt a little to the side. Fav'd!
