This has got to be one of the stranger things I've seen.
To me it seems rather inefficient, asking a semi rig to haul railcars that heavy, and even heavier with full loads. I don't care how much less traction it takes for wheels/rail than tires to road... it just don't seem right.

They are very efficient in their intended role. Assigning a locomotive to a track gang is very expensive. It has to be transported to the site, burns a lot of fuel (especially in colder temperatures since it has to be left running). They require maintenance, and can only move in two directions on the rail. But a truck like this can drive onto the rails at any crossing, uses much less fuel, and can be driven on the highway to anywhere it's needed. You can cut off from some ballast hoppers, set off at a highway crossing, and drive around the original cut to pull it in another direction or work with another set of cars. And a truck won't tie up a valuable locomotive that could be used elsewhere to generate revenue. And you don't need a qualified engineer and conductor to operate it, both of whom can only work twelve hours at a time and have to be paid overtime. Also, each crew taken off the call board means one less crew to operate a train or regular job
