i actually think he is, atleast anime wise. Β he came right up to the deoxys in destiny deoxys and was pretty big xD

I'd say, this is the very best MSPaint drawing I have ever seen. Congrats.
Although it might've helped to use the curve tool instead of a bunch of different lines to make the curving part of the dragon-thingy. (Use it like you used the line tool, only curve it to fine-tune the drawing.)
Shading's really good, too.
