After hours of work, here's ~w22374 's 60 
commission 
I'm really glad of the outcome of this one 
And yeah, this is my first "real" submission in a while. I appologize for that as well...So, it's a shiny Rayquaza doing a draco meteor attack during a storm at sea... Lol, don't ask me how it happened
Anyway, what else can I say... I think this is one of the best things I'll submit in a while. Too much trial and error to my tastes... Very time consuming. So, I hope you guys will like it

I agree with the critiquer--the blurry waves take away from the tension in the piece. Blurry water is usually an effect of long exposure in photography, but this is more like a quick shot, a mere moment..
But man, Rayquaza looks awesome--I love the dynamic pose. The glowing markings are awesome, and I especially love the use of yellow in the meteors. The primary colors bring out the contrast in colors and values. The composition is great, too--a lot of movement in several directions, the water at the bottom going up and out and the meteors, rain and lightning at the top going down. You definitely captured Rayquaza's fearsome side.

Other than that, thanks a lot for the other compliments ^^ Rayquaza was really hard to draw, so I'm glad he turned out okay

Rayquaza is from th 3rd gen. And yeah, the shiny version of him existed when the game came out

Okay, never mind.
As for the foreground, that's also wonderful. I really like glowing things, so I really like the glowing meteorites and Rayquaza's glowing line things. The splash is also really cool, as are the waves.
All in all... It's just epic.
