They are cousins on multiple branches of the family tree because of the interbreeding between two powerful families of an ancient era. (Their shared Great Grandfather was an unnaturally long lived Mage with ties to the progenitors/forerunners of humanity in this setting).
Most of the royal families, particularly among the human kingdoms, claim descent from one of the four Progenitors: The Dragons, The Angels, The Fey Spirits and the fiends of Hell.
The family tree is VERY complicated, not helped by the fact that it includes nigh immortal beings and two dragons. The inbreeding between the royalty and noble families increased family resemblance, and made it all much more confusing.
Reigoren's birth however, was the first time that the bloodline of their people was "tainted" in recorded history. He has been dead for 500 or so years, but will be inadvertently resurrected by Leon's sister. He was the offspring of a powerful dragon that was slain by his children alongside the ancestors of Leon.
Exactly what happened though, and the reason for the execution of Reigoren and Leon's ancestor has been erased from history.
