if you count clutter, it does, I wrote a gtk css that was borderless with a corner radius and it looked great, the issue is everything else in gnome. I was rewriting based on this and I think by the third build I had it where I wanted it but it was still taking up 700mb at idle after boot. I think a WM that supports web standards for decorations but had the (functional) minimalism of say, 2bwm, would be really really cool.
went off on a tangent there but it's just an idea I've been playing with lately, forking clutter, probably won't do it, too lazy
