I meant it exactly as i said it.. A Federation must have only ONE Symbol with which the related Members can associate with.. this looks like a Kindergarden Cake made with every kind flavour even if some of them don't go along with one another just to please everyone.

why use the Serb & Montenegrin eagles? - just curious

My original idea was to combine the Serbian,Montenegrin and Albanian eagles (just like you see it on the CoA, but with the tale of the Albanian eagle). But it didn't work well. I used these two eagles simply beacause they matched better than the other combination.

Curious, you included the crown so I'm interested in knowing whether or not some form of monarchy survives in this Federation? Do they have some political power or are they just a symbol of unity for the Balkan people?

Yes. You can that it is a federal monarchy, although If you'll have to choose between Balkan monarchs, it will be pretty hard.
