17-year old Katherine Katsumi Ando Quantum is a time traveler from the 31st Century, where Earth was rebuilt from alien technology following a devastating interplanetary war a century earlier, making it a utopian society where humans are enhanced with superhuman powers such as flight, super-speed, prolonged health, longevity and immunity to diseases. In this society is also where time travel is supposedly accessible but is illegal. Various criminal elements, remnants of the pervious century's savage society has stolen time-travel technology in attempts to alter Earth's history for criminal gain. NEO-INTERCEPT (the revised version of the global law enforcement and espionage agency INTERCEPT) has set up a "Time Enforcement" division to send agents back in time to prevent time paradoxes from criminal activities.

Female agents are the only ones with the physiology to merge with said alien technology given them superhuman abilities to travel back and forth through time. Kathy was a desk clerk with NEO-INTERCEPT when she volunteered to the division in a change to prove herself as a field agent. She traveled to present day Los Angeles, where she sets up her base there and assumes an identity of a local high school student and part-time office secretary named Katherine Quincy. On occasion, she assists several present day costumed heroes and vigilantes, especially in time-travel missions. As a determined field agent sworn to protect the laws of time, Kathy travels throughout history to stop Time Bandits from alternating our present as we know it using her powers, skill and courage to set things right.

Kathy is a bit naïve and slightly inexperienced as a field agent, given the time she spent her entire teen life behind a desk analyzing reports. She also is subject to feeling pressure with the trails and tribulations of present day high school life, especially stalked by the local boys and annoying school club presidents. Despite the occasional pitfalls of 21st Century life, she remains a constant professional and maintains her concentration on things. She has an overwhelming sense of justice and concern about how could the criminal time bandits determination to change time could effect her future and the future of her society. Her favorite hobbies are playing tennis, swimming and internet surfing. Her favorite food is classified, although she develops a knack for cherry fudge sundaes.

Fused with alien technology, Kathy has the ability to travel back and forth through time by spinning around in hyper-speeds, though she must program the target time and location by her wrist-computer to enable the trip to be accurate, otherwise she may end up in the wrong timeline and place. She can also use her time powers to slow down and reverse or forward time but only for defensive measures; overuse of her abilities may drain her of some of her energy, which would require rest to recharge her powers. Being an advanced human, her other powers are flight telepathy and super-speed, as well as self-healing abilities and immunity to various poisons and diseases. Through her wrist-computer, she can access various hi-tech devices such as palm blasters, magnetic wave beams, holographic GPS systems, wrist missile launchers and force fields. She has the ability to transform and alter her clothing through various disguises (include her present day high school clothes and several different outfits appropriate to the timeline she is assigned to go to). She is highly trained in various martial arts disciplines and hand-to-hand combat skills. She has an encyclopedic knowledge on Earth's history, cultures and societies. She is a highly trained professional athlete, swimmer and gymnast. She is also schooled in mathematics, science, medicine, social studies and law.
