It's Weed from Ginga Densetsu Weed. Was hard capturing his big shiny eyes in such a limited space xD but I hope he's convincing anyways LOLFree for all to use! I think you can use GIMP but I'm not sure, I've never used it ;o; I use plain ol' MS Paint, then I make the background transparent in Photoshop, and then there's a button in Photoshop that leads to a program called ImageReady where I do the animations. A bouncy animation like this only takes 2 frames and it's extremely simple once you get the hang of what settings to pick. 
I can give you links to tutorials on how to make the background transparent, and how to do simple animations like that if you want?
