NPH or David Tennant is my personal pick. Both of them have the egos of The Riddler I want to see in the movie world. Tennant will provide the intelligence part which Carreys Riddler lacked (Apologies if I'm wrong, I have only seen a few episodes of Doctor Who with the 10th doctor). Harris would give the Trickster/Riddley side of Riddler well, Again Carreys Riddler lacked this due to him being toned down for the kiddies to watch.

Him or David Anders (who looks almost exactly like him). Also I feel like NPH is the only option because he has such a small frame and the Riddler is supposed to be really small (he's supposed to be smaller than the Scarecrow, and when you've cast Cillian Murphy as the Scarecrow you really don't have a lot of options if you want someone smaller).
I will say, that although I think NPH is the best choice I would still LOVE to hear David Tennant say "Riddle me THIS, Batman!" in that voice The Doctor uses when he's really put out.

I personally think Neil is the absolute best choice to play the Riddler. He would give the Riddler charm, class, and dignity, unlike Jim did in BMF.
