There was this concept at the start, which was something along the lines of 'cultural misunderstandings in relationships' but then I gave up on that and made it cute.

She doesn't know what the words mean, and he's too embarassed to say. They're supposed to be bystanders of someone else's big romantic gesture (it always makes me happy to see the flying "will you marry me [insert name here]?" banners above my house), and having their own ~moment~.
