Physical Description: The Martians are a race of cephalopods, typically eight feet tall, four feet across, and can weigh anywhere between 450 and 600 pounds. The Martian "body" consists of a large mantle surrounded by a collection of ridges (the purpose of which are presently unknown) with ten powerful tentacles that are strong enough to move it through it's environment though not at any great speed. It's mouth consists of a wide opening filled with sharp, pointed teeth surrounded by a set of four mandibles. However, most Martians' diet consist of a specially prepared nutrient fluid. A set of six eyes are positioned above the mouth, but most Martian's vision are weak without artificial aid. Martians also possess a small degree of telepathy which is used to communicate between each other and is typically undetectable by most baseline humans.
History and General Information: Little is known about the history of the Martians (known in their native language as The Tuethida). Based on what little information the Martians have supplied, they were once the dominant power in our quadrant, controlling a vast swath of territory spanning several hundred light years. Around twenty-six thousand years ago, an event that the Martians simply referred to as "The Disaster" occurred, bringing about the end of their empire. Presumably, this involved the devastation of Mars, which the Martians stating that the planet had previously covered almost entirely in water.
The Martians would then spend the next several millennia living in a collection of domed cities throughout the planet's northern hemisphere until 1976 when Viking 1 landed near the Martian city of Kart'r. The Martians swiftly destroyed the lander, believing it to be a scout for invasion. Shortly afterwards, The Martian High Council declared war on Earth and within a few months launched an invasion force of several hundred Martian Tripods.
The Earth-Martian War lasted only six months and largely contained to Britain and the American East coast, but the cost of life was high as the more technologically advanced Martians steamrolled over all opposition, including the ISC. Thousands of humans lost their lives to Martian Heat Rays and "Black Smoke" chemical weapons.
The invasion came to an abrupt end when the Martians become afflicted a strain of the influenza virus. The Martians, having spent millennia in a completely sterile environment, quickly sickened and died. In 1979, ISC led a counterattack, taking fight directly to Mars itself. Though the Martians fought back fiercely, knowledge gained through reverse-engineering gave ISC the edge and soon captured the Martian capital of Hrossa. The Martian High Command surrendered unconditionally and under the direction of the ISC dismantled their remaining tripods and destroyed their stockpile of Black Smoke.
Today, the Martians have little contact with humans beyond an ISC base on Mars, having no interest in the affairs of Earth or it's dealings with other species.

Since the other aliens all had a Threat Level of one, and were dangerous bastards, I'm guessing a higher number means lower threat (like the DEFCON scale used by US Missile Command)?

Yeah, it was inspired by the DEFCON scale and my own frustration over not being remember the differences between "keter" and "Euclid" and wishing that the SCP had chosen a simpler threat scale.

You know, I've read this and the other ISC files you've done, and I can't help but wonder: Is knowledge of the ISC public? Cause if not, then it would be pretty hard to cover up a full-scale military invasion by an extraterrestrial power...

ISC is public. Trooper924 wanted to do an organization that is opposite of the SCP Foundation, as well as a genre throwback to the Science Heroes of the Gold/Silver Age of Science Fiction.

Well, the INVASION can't be covered up, but the ISC's involvement can be muddled. Sort of like how XCOM can't hide an alien invasion, but still operate from the shadows.
