Ocean Dream Diamond is literally always asleep, its what she does. She has her pearl and other high ranking members of her court handle everything but that doesn’t mean they can just go rouge. She can get in contact with anyone like how you saw Steven talking to gems in that head space in Reunited. Shes just always in that head space while asleep. It’s always serious if she actually wakes up and moves around much less opens her eyes.
If you wanted to take her into account of canon lore she would most likely be considered “The Forgotten Diamond” as things get done without her lifting even a hand though she does give pearl a lot of orders along with other high ranking gems to keep them in line by personal audience, though they probably get creeped out because they cant SEE her they just hear her voice. It keeps many higher up gems on edge because who knows where Ocean Dream is and if shes watching.
Her hold over greens to blue gems, which i recall Rebecca sugar mentioning a turqoise type gem because of green gems being more hyper and blue gems diplomatic they would tend to be go getter types and so i thought it would work well if that was her court. She doesn’t have much of a commanding presence and her gems get their job done so no one really notices anything. However, she would be one of the few that probably could just come and speak to white diamond because shes always asleep and would be seeing her and talking to her mentally
That coral piece isn’t just decoration, that’s a customized cluster. Shaped for an accessory though it’s still fully functional but much like lapis in a mirror, theres something akin to a ‘pin’ holding it back from forming right then and there and destroying things. She can hear it but most of the times she just tells it to be quiet.
She typically just stays in her usual base, asleep on a very luxurious and large comfortable pillow, her base of course full of guards and other gems needed for her personalized court.
Personality: As a Diamond she has an ego of how quite literally large and in charge she is, she doesn’t care what gems have to say especially the lower they are. She may however listen to some advice of higher gems and consider it. She isn’t a good person, she has little qualms about invading others space and doing what she pleases when she wants
Powers/abilities: She can put gems to sleep, possession, i suppose it is technically telepathy as she talks to them through their head space but also it’s out of ‘body’ so [?]
