I think it depends on what area you go to, in small areas that they are not used to foreigners they would stare and make a fuss (thats how it was for me, the whole town would stare/beep the car horn/ or say hello on my way to school at first....and I don't look that unique in color or anything to begin with ) .....its more like a shy/interested or mini celebrity type of attitude in most areas if you are not asian, so I see it just being a little stronger/more noticeable if you are darker skinned.
I saw plenty of darker skinned people in the larger cities~ and just like with the white people we were pretty much ignored since you see a lot of different people in the cities now a days, lol. Im sure its just like "oh hey a dark guy, cooooool" for most of them now~ haha.
Korea is a different story though, they are quite afraid of anything not korean and some (not all) will make it painfully obvious lets just say :/

Japan Town in San Fran? There have some really nice ones in the mall. I just wish they would print bigger pictures... They always look so nice!
