i did this a loooong time ago. and i got a big ole freaking sweet print of it at school. which is now hanging in my room. :3my mom is scared by it. D:
download for slightly bigger/better quality image.
Corel Painter IX used, done in my multimedia art class in spare time. course its the best thing ive done in there. XD (i never do my best on things im required to do)

Wow! When I look closely, I can see that you used pretty much a whole new style of colouring... Looks messy in a good way, like real paint. ^^ lots of different shades.
And the blizzard: breathtaking XD can't stop looking into it.
The only question I have is; why did you use such thick lines on the dragon? XD I think it would have looked nicer with thinner lines... on the other hand, they would have had less effect.

D| yeah it would have been beter... but when i DID the lineart i didnt think i would make a picture out of it, and i was too lazy to redo it.

Here goes:
I actually think that this is one of your better pieces, look at the shadings!
Good to see more then one color on the dragon, but I think it could be improved upon.
First of all, I'm thinking that it's a blue-ish dragon, but then when I look at the spray of ice or blue fire it's spitting I can't help but wonder if the blue is just reflection from the uh, exhaled stuffs. :0
Some additional shades/colors in the fire blah itself could help, like a darker color? White? Or even something entirely different just to break up the blue a bit like...RED. 8D
Apart from that...the lineart. D: Not that it's bad, no! It's good, but the lack of lineweight make the piece not as good as it could be.
Might I suggest coloring over the lineart? 80
And it's not as hard as it sounds, just color like you already do, then make a layer over the lineart and do a bit of coloring over some lines...yeah I think that makes sense..=___=
I see that you've changed the color of the line throughout but there's still some places that could be fixed.
Like the tip of the tounge, and really just those really dark areas. xD
