Sounds like a child who can't say "Phoebe" correctly.
Interesting colours. And her kneeling like that in the rain makes me think of Blade Runner.
Her hand looks a bit large though.

Ohh, come to think of it, Phoebe sounds like a great name for an asari, maybe given by a human dad to keep the link with human mythology realistic.
I'm a huge fan of Blade Runner, both the movie and the book, so it probably influenced my drawings.
