I let it dry a bit before moving on, yes. Just depends on how fast your glue dries.
You can let each layer dry to make sure it's completely set, and doesn't shift around. Up to you~

Hmmm, longer locks huh?
I used Cotswold locks for this wig, but TEESWATER locks are longer.
Search for them on Etsy, or maybe even ebay (not sure about there), and you can find all kinds of already dyed Teeswater locks.
They are a bit more expensive, but worth it for the nice colors and length.
Teeswater locks are generally 9-12", where as Cotswold locks are about 5-7".
