1. Kagami Enjin (called Jin). Part of team Kunoichi from Konoha. Is actually a boy, thank you very much. >(
2. Haruno Yukihiro, retired ninja, Sakura's father. Distinguished.
3. Kon. Part of Team Summons. (summons foxes.) From Hidden Grass. An asshole.
4. Yamanaka Inoru. Ino's cousin, Hyuuga Hanabi's teammate. A nice boy. u.u
5. Kanayama Kigane. Part of team Kunoichi from Konoha. Hur hur hur.
6. Haruno Hana. Sakura's mother. A civilian housewife from Konoha. Guess who Sakura gets her temper from.
7. Fusoroi Tebanashi. Chuunin from Konoha. Lacks a hand, likes creeping out people with the stump. Good to go drinking with.
8. Zenko. Part of Team Summons. (summons wolves.) From Hidden Grass. An ice bitch.
9. Hoko Beni. Part of Team Kunoichi. Taijutsu specialist, sportsy.
10. Maneki. Part of Team Summons. (summons cats.) From Hidden Grass. A gentle giant.
Apart from Tebanashi, they all appear in TW2. Teba is from a sidefic I haven't posted on FFnet yet, but here is the old version on LJ: [link] (in that post there's another ficlet with another chuunin OC but it's weirder and more boring. >__>; )

I'm not being racist or anything, but is there a reason why black people are not featured in Naruto?

There are black people in the Naruto manga, actually, a couple of them have even become quite important to the plot in the last year. But they're all from Cloud village. The OCs listed here being mostly from Konoha or Grass country, none of them can be black. It would be too random or else I'd have to come up with a huge contrived justification as to why they moved villages and why none of them is being watched closely for being a turncoat or a potential spy.
... anyway, yes, there are black people in the narutoverse.

Being new means you have to spell phonetically? 
You know, I'm not a native english speaker. I know it seems cuter to write that way but there's a lot of words us non-native speakers just can't read if they're written like that, and there's a lot of us on deviantart.
oc means original character, that is, a character that a fan creates to fit into a show's or a comic's universe (for example, making up someone to be Winry's cousin), or sometimes in the person's own story. It's used more often for the first case though.
