It isn't perfect and I am still playing with it, but here is how I did it. You have to go to the Particle Editor Tool under the "Window" menu.
Particle: flamethrower.pcf -> flamethrower_rainbow
Be sure to create a duplicate so you don't modify the original.
Under "Children" in the "Properties" window, delete everything. This will leave just the rainbow, but it will be wavy and expand.
Than just change the following values:
Operator->Radius Scale->radius_start_scale: 10
Operator->Radius Scale->radius_end_scale: 10 (this will make the beginning and end of the rainbow the same size)[There is two Radius Scale properties; modify both the same]
Operator->Alpha Fade Out Random->fade_out_time_min/max: 1.5 (will let it fade out a bit)
Initializer->Radius Random->operator_enabled: uncheck the box (will remove the waving)
Initializer->Position Within Sphere Random-> speed_in_local_coordinate_system_min/max (this value will change how long the trail is. If moving short distance, keep around 600-800. If moving far distance, change to 1200 or so. I used two versions for this video; one for when RD runs away, other for when flying overhead.)
