My, my, this is very well drawn...you just made her look so cute and I imagine you put a lot of work into this! I like how her eyes are done--very sparkily and wide. I can picture her looking like that. The shading around her facial area could use a bit more towards the bottom; but other than that it's pretty good! Also, I noticed you left off her cutie mark but I'm assuming this takes place in the "Cutie Mark Chronicles" episode when we get a flashback of her as a filly and then the Sonic Rainboom hits and her hair gets ploofy. So, naturally, she wouldn't have a cutie mark in this quite yet.
On that note with the ploofy mane, you did a glorious mane! I love the stray strands sticking out here and there; and also the shines in it coming from the sun...breathtaking.
Her fur coat is absolutely...wow, it looks like she's so furry that if you were to pet her you'd die of cuteness and fluff.e.deviantart.net/emoticons/x/x⦠" width="15" height="15" alt="
Background is one of the highlights of this pic; it's simply divine, darling, as Rarity would say. The trees are a good addition, but are kind of...off somehow. I guess I just don't really like their being there all that much because they "contrast" with the green grass. That basically errupts a question: If the grass is green and looking so well-nourished, why are the trees bare? It...just doesn't make sense to me. But anyway, the rainbow is LOVELY and so is the sky! I like the almost-transparent clouds floating around in the sky back there.
Vision- You had a good idea on the setting for this pic. It's very well planned out and you did a wonderful job of capturing Pinkie's personality~! I only gave 3 1/2 stars because of the things forementioned in the previous paragraph, but it's still good!
Originality- Very original, I think....no further explanation needed. XD
Technique- I must know what you use because....SPARKILLLYYYY~ It's just so pretty!!
Impact- I'm amazed. Just...it's beautiful.

Vibrant and energetic.
The only complaint I have would be that I feel that there's a need for a cleaner sense of unity.
The elements that make up such are the shines and various lighting effects.
I think these elements should be centered around Pinkie with her massive shiny eyes rather than being scattered in the environment around her.
Although, to be honest, about halfway through writing this I took a quick gander at the some other deviations in your gallery and realized many of your works tend to be embellished with similar flashy renderings.
So hey, it's most likely the old grumpy man in me telling myself to crawl back into my hole of minimalism.
Otherwise, everything else seems top notch to me.
I mean, c'mawn, there's a reason you got nearly 2000 watchers. (It's 'cause you rock)
So give yo'self a pat on the back and, hell, you can add me to that list of watchers.
