Following the Halifax Conference between members of the Entente and the Reichspakt, it was decided that the threat of syndicalism was too great, with these former enemies agreeing to a flimsy alliance against the red menace. Across the world, the syndicalist threat has emerged, ready to spread its chaotic ideology wherever it could; the triumvirate of Mosley, Mussolini, and Valois are pushing for the 'liberation' of the entire planet...

In North America, the collapse of the federal government and the start of the Second American Civil War has allowed for syndicalists within and without the United States to seize power, the Combined Syndicates of America ready to force their un-American ideals upon a betrayed populace, conspiring with the Socialist Republic of Mexico to enforce global totalism; rumors even suggest that the traitor, Jack Reed, is conspiring to sell the entirety of the American south-west to the Mexicans! With the near collapse of General MacArthur's government, it is only through the actions of the patriots in the American Union State, that the flood of 'red terror' has been halted.
