For the third time in 70 years, German forces marched down the streets of Paris, the capital of the Commune of France. The city had fallen in January of 1941, and the syndicalist nation capitulated to the Empire months later, following the encirclement of the Commune's Second Army in the city of Cherbourg.

Following the capitulation, the ailing Kaiser Wilhelm II declared that the Commune of France would be destroyed, that it was necessary to break apart the country in order to quell the threat of the syndicalists. The mainland of France would be split into three parts;

The State of Brittany was established following the Decree of Nantes, in which the newly formed nation would be led by German nobleman, Louis, Prince of Hesse. This would tie the Breton state to the German Empire, with the decree also causing the State of Brittany to join the German economic bloc known as Mitteleuropa, along with the Reichspakt military alliance.

In northern France, the Commune would be dissolved and replaced by the French Kingdom, placed under the control of Queen Victoria Louise I, daughter of the Kaiser. Again this, nation was tied into German economic and military control through Mitteleuropa and the Reichspakt, with the capital of Paris continuing as the seat of government. The former palace of Versailles was once again the home of a French monarchy. The House of Hohenzollern would then engage in a suppression campaign against French syndicalists, nationalists, and republicans, along with beginning a germanization campaign. With this, road signs, new editions of books, and the official language of the government would be changed to German.

In the south, the Kaiser saw an opportunity to find an ally in the displaced government of Phillipe Pertain, who has escaped to North Africa following the Commune's rise to power. With the conquest of France, Kaiser Wilhelm II offered the exiled government control over the southern half of the nation, on the condition that the National Republic of France join the Reichspakt and accept German control over the north. Pertain would accept, fully intending to seize the north once the south was secured, and returned the government of France to the 'temporary' capital of Marseilles. The Kaiser was likely aware of this plan however, and knowing that his daughter's position was insecure, arranged for actions to be taken by his son, the soon to be Kaiser Wilhelm III. In 1943, Pertain would die unexpectedly, with conspiracy theorists claiming that he was killed by the German government in order to weaken their attempt at seizing the north. Pertain's replacements would be criticized by nationalist groups for their inability to reclaim France in its entirety, and by 1945, the faction known as Action Française were elected into power.

The German Empire and Reichspakt has revitalized itself through its victory, both in the west and east, with many skeptical as to whether the new southern government will be able act on its promises of reunification...
