No, it's the way the Goverment can suppress rebellions...or was. There was a rebellion after the war of independence. The rebels had too much debt and couldn't keep up with their payments. The government didn't have the money to raise a militia so the local and regional authorities and even private individuals that were quite rich funded the creation of one. That militia crushed the rebels. It says "regulated militia" in the amendment.
