To the rest of the universe, She's a hero, like the other Green Lanterns. But, on her homeworld, she's considered something similar to a Nazi, like how the other Green Lanterns are considered something similar to Nazis On Natu's homeworld. That apparently proves how much of a bad impression Sinestro left.
