I think you VGA card is old , or your mainboard is "Intel" ! why you've switched to classic view ? [ start menu ] or your windowblind ! what is your windowblinds version ?

This must be a network issue then.
I'm on my work computer and their security policy is pretty tight. There is no option for anything other than classic view ..

That is windows vista ! it's not possible , but you can use "border skin" in windows xp to simulate the aero skin.
