My Little Pony - Friendship is MagicFluttershy
For Brony Con, I wanted to do a side by side comparison of casual cosplayers (y'know, those of us who pull stuff out of our closet and make a character out of it) and intense cosplayers (those of us who actually go all out and make their own costumes from scratch or order parts from Japan
)On the left is the insane frilly number I usually put Fluttershy in when it's Spring. It's got like three layers and yet it still barely covers her thighs :/
On the right is what I mostly saw, a simple yellow dress with some butterflies stitched onto the hem somewhere (all of which were EQUALLY adorable
)FSs were fairly scarce at Brony Con - the best one was Gala FS who made her own dress b/c she is superior in every way T_T

I would love to cosplay Fluttershy sometime, (the dress would be so fun to wear lol) but my personality could never pull her off, and I honestly don't want to deal with such a long wig... can you imagine those tangles!? haha oh well I love the left one!

I couldn't explain why, but I always got this feeling about humanized Fluttershy: her shoulders should be bare. In the beginning, most artists drew her with big sweaters covering her entirely, because she's shy, and I felt it just wasn't right. I'm glad to see most people got to think like me 
I really couldn't explain it ^^', it just feels like it's how it's supposed to be, like water is suposed to be wet etc.

Heh... one year later, talk about a long drawn exchange... But that gave me time to think about it I guess. I'd say it's about... "correspondances", association of ideas. All the main characters in MLP are complex, built around several traits and ideas. For Fluttershy, there's is of course her shyness, her frailty, but also her unique bond with animals and nature in general.
While a big thick sweater you can hide in can convey the idea of shyness, it sorta takes away the frailty, because it gives her a "defense". In a way, it represents asocial behavior. And now I'm thinking about it, just look at Moondancer, Twilight's old friend didn't get to see the magic of friendship, she typically wears that "asocial sweater". But Fluttershy is not asocial. She cares about everything and everyone, her shyness comes from the fact that, if ever a conflict had to arise, she doesn't know how to defend herself, she's fragile and vulnerable. If a thick layer of clothing can represent being shut in and on the defensive, on the other hand bare skin and light clothing expresses that fragility. Of course when talking about light clothing and bare skin, one needs to take into consideration the whole "sexiness" factor, which is not necessarily a defining attribute of Fluttershy and might seem out of place. That's why I think bare arms and shoulders is a good way to convey that frailty without being unnecessarily sexy.
Furthermore, Fluttershy's got that nature theme. Of course there are hundreds of aspects to nature, but the very first idea that comes to my mind, and I'd assume to most people, is that of a sunny prairie or forest, a spring or summer day with a fair weather. And the appropriate clothing for such a day is a light dress, no sleeves or whatever covering the arms.
So yeah, that's basically all these ideas that come crowding in my mind when I think about Fluttershy as a character, and that's why, when represented as a human, I consider it an essential detail that her arms and/or shoulders should be bare
