Description
While working on his universe 13 story, I decided to go ahead and draw his different forms so far. SSJ2 is exluded cause honestly it is SSJ1 with lightning mostly unless your teen gohan lol. Gonna be adding a few more things to this as well but this is what I have so far, like a concept sheet of sorts. Look at his ears and what's on them, that is a hint to what his backstory is.Related content

Thanks! Once I get my friends permission I will upload Khenir as well with probably a new pic of Kon. (Khenir is the universe 13 supreme kai, my friend came up with the design and I drew it for him) actually looking to start up my own universe too, like get a team together. (old fashioned roleplaying guy so this is cool to me xD)

Basically the idea goes like this, after the Tournament of Power the universes are wished back, which inadvertently brings back the other 6 Zeno deleted. Kon and Khenir are apart of universe 13, with originally the reason why Kon is there and not in Universe 6/7 is because a long time ago before the Saiyan civil war, Khenir was searching for help to end a conflict in his universe. Khenir is the supreme kai of universe 13. Eventually with the conflict looming and seeing how Kon (a young boy at the time) was instilled with justice in his heart (Kon was not like the other Saiyans, he was born with a sense of right and wrong although it was to the extreme which clouds his judgement sometimes.) Khenir took the boy back to universe 13 (kidnapped lol) and trained him. Kon grew up during such time developing his skills and is now the attendant to Khenir. Think of him as that universes Jiren in regards to he appears if crud really hits the fan lol.
Those are spoilers above for his upcoming story too! But anywho with us having them two so far, I thought it would be cool to get an entire universal ecosystem going. Also since I can't upload this here without my friends permission (he designed Khenir and asked me to draw him) here is a peak at the two so far.

*Looks very closely to the Potara Earrings Kon's wearing...* The only time I've seen those blue Potara Earrings is when Gohan went to the world of the Kai's to train against the threat of Buu all the way back in Dragon Ball Z. In fact, I've seen different characters have multiple types of colors for their Potara Earrings. Do the colors have any kind of meaning? (I know the green ones are worn by the Supreme Kai's and are the only Potara Earrings known for fusing two beings.)

They do in fact signify something, these potara are a clue as to what Kon is.

Ever think of giving him a form beyond Rose? Like something similar to Fused Zamasu form?

Me and a friend talked about this today, well sorta lol. Him and Khenir will have a fusion, there is also the possibility of Ultra Instinct, but I am thinking something more holy and justice based looking. Fusion Zamasu's aura was amazing when he first appeared so I am considering something like that.

hmm, I can see why you didnt give him SSJ3 if he has the Strengthened Super Saiyan 2 state since it would give him power comparable and even greater than SSJ3 without the drawbacks that SSJ3 has.

Yeah I wanted to keep that towards Goku since he is basically the only person (single person lol) to get it. Kon will use the SSJ Forms, maaaybe the red form and Rose. I have something extra coming later as well.
Lol thanks for reminding me too, the god form is literally a red haired base Saiyan almost. Might just go ahead and do this.

Kon > Black but Black has the zenkai boosts. Short fight Kon wins, longer fight Black wins.

It's probably a bit late for this but I just got an idea. You had the idea of having Kon being a descendant of Yamoshi, hence why you considered giving him the True LSSJ state.
Now with him being a lesser deity, it enabled him access to the Super Saiyan Rose.
What I had in mind was that Kon's Super Saiyan 1 and 2 transformations would be Kefla's version of Super Saiyan 1 and 2 and his God Form would be Karoly Black(EX Fusion of Goku Black and Broly from Dragon ball: Fusions)'s God Form which is combination Super Saiyan Rose and The Legendary Super Saiyan state.

With his story and forms changed, where would you put him in terms of skill and power compared to Goku and Vegeta?

His fighting style is entirely different than anyone will expect xD. Saiyans are all about rushing you and shouting "DA DA DA DA DA" as per japan's Goku lol. Kon actually is more graceful and precise in his movements. Think of a combination of Rose Black, Zamasu first appearance, and Beerus when he first fought Goku in SSJ3, that pretty much sums up his fighting style.
Skill, he has been trained by a Supreme kai for a long time, around 20 years or so of experience with Kai martial arts. He eliminates threats in universe 13, but skill wise it is a toss up. Goku is older (Kon was erased lol) and has had more masters. Kon has 2 teachers, the angel of universe 13 and Khenir the Supreme Kai. so he is likely more consistent in certain areas.
Power wise
Base: His base is very deceivingly strong. He can fight Khenir the supreme kai of that universe who > Zamasu.
SSJ: Would likely have no problems at all clearing the Buu saga bar Super Buu with Gohan absorbed and Vegito.
SSJ2: Above Kale who was around equal to or above SSJ3 Goku when she powered up (they had problems with SSJ2 Goku before). Remember that Base Goku alone (or rather base vegeta back in the copy vegeta arc) was able to easily handle SSJ3 Gotenks.
God: Equal to Blue Goku and Vegeta or above.
Rose: Given how big the god boosts are, God would definitely be above Goku's Blue if Kefla got that kind of power from a 10's of times power boost. Rose would be beyond Kaioken x20 Goku but weaker than UI Goku and Jiren by a unknown amount.
