Kyogre, Legendary king of the seas. The later gens might have gone a little overboard on all the new Legendaries they introduced, but at least they made them a little bit more mythic and built up some cool backstories around them. Kyogre and Groudon creating the lands and seas before facing each other in a climactic battle is pretty awesome stuff. I mean, the Legendary Birds were just there, and Mewtwo's just an escaped science project. These guys created continents!

And giant killer whale monsters are awesome. And Kyogre's combination of stats, moves and ability make him by far one of the most powerful monsters in the entire series, even among other Legendaries.
