Here's a quick guide explaining how to get the neon effect (knowledge in Photopshop or the Gimp is necessary):
1. Draw the letters using a bright color (you can also use white).
2. Duplicate the layer and colorize it to a different color.
3. Feather the inside of the new layer with a radius of about 15px.
4. Add a drop shadow effect with the same color you chose for the new layer (use a small size just to brighten the edges)..
5. Add the same drop shadow effect but with a bigger size (about twice the size of the previous one).
