Well, usually main villians aren't that terrifying, but have trademark appearances, like Rita Repulsa, or King Mondo/Emperor Bacchus Wrath.
But if you're looking for something really fear-inspiring... none are more horrifying in appearance than the Infernal Dark Hell Beast from GoGoFive vs. Gingaman. That thing terrified me when I was a kid. Worse yet, in Lightspeed Rescue, that thing was the final, one-winged angel form of Trakeena! I was so satisfied when that THING was put down. Trakeena was a monster, and that monstrosity she got turned into was just too much. Still, the bitch deserved it. She was a complete monster.
Makes me kind of wish they'd had Captain Mutiny as the main villain instead of Scorpius and Trakeena. Amy Miller could've made a good expy for Steerwoman Shelinda. And she could've been nicer. And end Lost Galaxy with all Zords alive and functional (because Trakeena destroyed Centaurus and Stratoforce, and Defender Torozord was destroyed by a wormhole). Just end it with Captain Mutiny being destroyed by the Galaxy Rangers, like in Gingaman!
