Perhaps she didn't copy it willfully. Sometimes we see artworks and forgot about them, but their concepts may unconsciously linger in the brain and resurface later, in the form of ideas that we genuinely believe are our own. Perhaps it was the case here...

Indeed it's possible, as I had it once or twice with visual art, and several times back in the days I was still composing music (nothing that I had posted online though, thanks heavens). In both cases I had totally forgotten about the original piece until I stumbled upon it again. The brain can sometimes be a pesky trickster.
But back to the current artwork, yeah, I agree with you. Given the very specific concept, it's hard to imagine it's a total coincidence. It's too bad, cause Yuumei had been accused of stealing ideas and tracing artworks in the past, and we'd expect her to have "grown out of it", if I may say. She's skilled enough not to rely on cheap strategies.
At the very least, credit should be given when using someone's concept. I'd be pissed too if my ideas were stolen without credit. (Ironically, one of Yuumei's recent pieces depicts a concept very similar to something I posted in 2016 - a little girl standing amid the stumps of trees that were cut down, but are still depicted in a ghostly manner. I see this as a coincidence, but perhaps it's not. That's the reason why I joined the discussion about this artwork's parentage.)
