I feel sad whenever I find strays running around. If people were to get their pets fixed, this would help prevent this from happening. They even try to help by having the neuter scooter (in the U.S.A.) where you can get your pets neutered for cheaper than at the vets.

Here in my country (Russia) most people have the strangest ideas about neutering cats Those who care about cats and dogs are trying to do something to educate other people, but it goes very slowly.

It is the same way here. We are lucky if people even take their pets to the vets at times. There is a show called animal cops and the conditions that animals are found in are just horrendous. The problem is that people that have pets don't always have the money to take care of them properly.
