Yes, first of all many pictures in his gallery can be found in the internet, and second: read his description. He writes the person who owns the picture in his description - but it's still art theft, because giving credit does not give him the permission to publish this!
And if you want to, you can form the dA moderation, but they won't care
People often complain about art theft being ignored by the staff, that's nothing new.
