Yes vi has a sister, and yes, jinx has a sister aswell, but vi has an older sister and jinx is definitely not older then vi, when jinx was released she vandalised vi's homepage calling herself X, theories goes that jinx (x) vi and C (all Rune letters /numbers) were all a part of vi's old gang that disbanded, this gives jinx reasons to previously know vi and mess with her.
Now, Taylor who did the theme song for vi also said she was working on vi's sister, but Taylor has nothing to do with jinx, even overlooking that fact Riot has NEVER mentioned they are sisters like they did with renekton and nasus, and garen and lux e.t.c, because they're NOT sisters.

Jinx IS older than Vi, it was stated in an Jinx AMA with Riot.
And also, in the same AMA they asked about the sister thing and here's the reply:

I've heard that one too. I'm not sure which it is. I've also had people say that her sister is a champion that hasn't come out yet. I'm honestly not sure what to think.
