Photoshop
a normal brush...the default one... with spacing 7-9% and other dynamics: opacity jitter pen pressure. This is for the base color
and in order to get light and shadow just switch colors and 70% of opacity for the brush!

and for the blur of the water... used a filter called surface blur

i know... pencil and paper it's the best... it's the real deal you know! there's not ctrl z on traditional art. Well you could try with pastels well I love pastel... maybe could work on watercolors

you said it! I hate that people don't care about the prince of Egypt because is from Dreamworks I mean when this movie came out Disney wasn't that good. Disney is great but I wish people care more about animation movies from any studio not just for Disney or Pixar
