Well, one way to get started is to draw out all your ideas! That's what I do.

Well, the thing is, I've been thinking about this for about 5 years. Also, my art usually is less than decent.

Aw, don't sell yourself short! If you keep practicing what you like to draw, you'll only get better (that's how I got to where I am today). You have your idea for your comic already right? So, now you just gotta develop the story and characters (whether it be in sketches or written format). That way you'll still have the story written down for the future. Even if you don't start the comic anytime soon, you'll never know when you might use it again.

The thing is, I kinda hired an artist: my next-door neighbor, a girl my age who can kick, incinerate, then piss on any sexist sports-related stereotype's ass. That girl actually has gotten into top ten time lists for the state in some swimming areas. And she's a great artist.
Also, I plan to get this idea rolling ASAP, and it's coming along okay. The thing is, time is not on my side for me to practice my art.
