Did this on Photoshop 7, took roughly 3-4 hours.

For the effects on him I used varying shades of blue, i used one main color of blue on him then changed the brush properties to such as Multiply for the shadows and overlay for the highlights with varying opacity on the brush to make it lighter or darker then once I got the color scheme (so to speak) the way I wanted I just sort of used the smudge tool tons to blend the colors together
