Gungrave animated is one of the most favorite anime.Brandon Heat is the best.Bunji Kugashira,too.
The pic's image came from" Strawberry" Strawberry is such a gorgeousness rock tune of SADS.Lyrics of this tune are also wonderful. I don't pay attention to lyrics usually.However, Strawberry's lyrics are also good. I feel it's tragic, and sensual.

Amazing atmosphere, especially with the lights and skyline in the background.
Try slanting the rain a little and bulging the tips to make it more realistic. The line shading is a really good idea so how about doing more of it? Maybe you could make a larger cloud of smoke coming out of the gutter as well.
The character's anatomy seems correct but his thighs look slightly long: shortening them just a bit might help. You could also play with the skyline a little if you're really feeling inspired: make it further so as to show more of it in a smaller perspective or on the contrary, approach it. You never know what you'll come up with.
