its pretty obvious that swayer is possesed by something, i remember she said something to Eliot that was like :"Were we aquaintances, friends or lovers?" wich points out that she does not know him (also black bubble dialog) and then later she says: " you look familiar " to Victoria then Swayer keeps talking and says "Its YOU , tell me u remember who am i?"
Must be a demon or something who took swayer body and swayer saved herself with magic or something, anyways now she has another body wich is Victoria. Also she mentions at the begining that she always greet Eliot but he never saw her, this point out that her existence was to weak to be seen by Eliot ,you know like not a fully physical body. And she lost her memories of her old self.
Well that is why i think they are the "same" person but i may be wrong and reading too much into things.

Yeah and its also the thing that they look like twins if not for the color palete.
