"11 is, at her core, an insecure and lost woman looking for some sort of purpose; finding what she can through battles and the experiences she gains from those, along with wandering about. She feels to some extent that she can never truly settle. A normal life was stolen from her the fateful moment she became a victim of Gero's experiments, and the restless cyborg can't handle the fact that not only is she a replacement, she's a flawed reject on top of that. She desperately wants to be fixed, even though she knows deep down that the problems Gero's methods created cannot be undone. 11 can get stronger, and she knows this, but her insecurity makes her feel as if that's not enough. Much like Vegeta and characters like him, 11 has something to prove-even if in reality, it's only to herself.

She toes the line of various nuetral alignments because of this, uncertain where her place is in everything going on, until enough time passes she feels comfortable enough to settle for something familiar. This means that, yes, she's not best buddies with the Z fighters at first. In the beginning she's 'just another android' threat. The whole kill Goku directive isn't of much concern to her, however, given her creator threw her aside to rot and be dismantled, just to go on and program the same command into others. That doesn't mean she won't try picking a fight, though.

She really doesn't care about Goku's fate, at least not until he and his friends seem like the best allies to try and defend the Earth. She doesn't want it destroyed or exploding either!"
