The Royal We. In olden times, it was traditional for Royals, high-ranking religious leaders, and other people of great authority to refer to themselves in the plural, as they held not only their own interest but those of all the people over which they ruled. I'm not sure how common it is today, but since Luna's been gone for 1,000 years, she would still be using it.
