Can't you just lower the opacity on the layer tab and be done with it? o.o
Eh, that's probably not what you're asking. Here's a fading effect:
1. Go to the layer tab and right click.
2. Go to "Add Layer Mask"
3. Click Okay.
4. Go to the Gradient tool on the tab with a bunch of art tools. (It looks like a block that fades from black to white.)
5. Click on an area of the picture and drag it to where you want the fade to stop. You may have to do this repeatedly to get the results you want, so click CTRL+Z on your keyboard whenever you get a result you don't want. Whenever you do get the result you want, you can either go to the layer tab again and right-click and hit "Apply Layer Mask", or you could just leave it alone if you aren't planning on doing any more with the layer~.
